I asked my GP if I could get a copy of my medical records to bring back to the States with me and she said it's hard to do because medical records are the property of the minister of health! I was pretty surprised about that - what on earth could be the reason behind denying people easy access to their health records?

Ask the office staff instead. You can definitely get hold of your notes.
If you need hospital records too, contact the medical records department at the relevant hospital, they should be able to help you.

You'll have to pay for any photocopying but that's all there is to it.

I had trouble getting my health records in the US when my GP left the practice.  They wanted to charge me a dollar a page and couldn't guarantee they would be complete.  It seems it's hard in both! 

Paying for just the photocopying seems much more reasonable.
