IHS refund/ UKVI email help

My unmarried partner visa application was rejected in October 2017. I haven't gotten my IHS refunded yet so clearly I need to contact someone. The email form on the UKVI website requires that I select a US city from which I applied, but the application was of course sent to Sheffield and not to a consulate or embassy in the US. So two questions:
1) Should I just select the city closest to me geographically (or does it even matter)?
2) Does anyone know of another way to inquire about a missing IHS refund (I refuse to call the useless expensive helpline)?

Yes, I found that form for emailing.  That's where one must select a US city to which the application was sent, even if it wasn't processed there.  Given my experience thus far with UKVI, I am anticipating that selecting the wrong city will result in no information and having to pay again to email again. I'm wondering if anyone has emailed through this form and how you dealt with their requirement that you select a city that may not have anything to do at all with the application being enquired about.

I'm going through the same thing- it's been 78 days since our first application was refused. I had to pay to email - we couldn't find any other way to contact them without paying.

Unfortunately we used a solicitor in England the first time so I've had to send them a written consent letter so they will release info to my email address (the application was submitted using the solicitors email). It's still an ongoing nightmare.

I feel like they should issue refunds when they are the source of the problem! Website system issues shouldn't be charged either.

I got my refund back today..woop! It only took 80 days  :-\\\\

If you still haven't heard anything, try emailing this address:

visasheffield@homeoffice.gsi.gov.uk

This is the email address I was told to send my consent letter to, and after 2-3 days I had the money back in my account. I don't know if that had anything to do with it at all, but it may be worth a try. Best of luck!
