Hello! My spouse and I are applying for residency in another EU country and he'll need proof that he's covered by NHS. As far as I know, the NHS doesn't really hand out member cards or anything like that...does anyone know what he can get (hopefully quickly) to prove that he's covered? Thanks!
An EHIC is only for those that are visiting another EU country and can't be used as a CSI (Comprehensive Sickness Insurance); just sometimes, maybe, if he is being a EEA Student as they might be classed as temporary migrant. But even as a student, an EHIC only gives limited cover and is nothing like the S1 that will see all medical bills covered by the UK in the EEA country they have moved to. The UK will only give an S1 to a person who is in receipt of a UK state pension.
For an RC, they likely want proof he is being an EU "qualified person" in their country.: worker, self employed, jobseeker; student or self sufficient. For the last two, he, and therefore you as his Family Member, must have a CSI each,: unless you have citizenship of an EEA country and are workling.
For Free Movement, EEA citizens have up to 3 months in another EEA country and after that we must be a "qualified person" and remain one at all times, to have a right to reside in that country with our Family Members. AFAIK, so far only Spain has said they will allow British citizens to live there after Brexit.
If you go to a forum for EEA nationals going to that EEA country you are in, they will know what has to be shown for him to be given a RC (residence card) or what that country requires for lawful stay.
