Ok, so apparently pre-settlement and settlement applications will now be free.

If you have an android phone that is capable of using to tap for payment (it will recognize the chip in your passport or residence card) you can use it to do the ID part of the application. There is now an option to go to one of, I think, 12 places around the country if you don't have an android phone and for a fee they will do that part for you. Or you can send in your documents/passport/card via the mail. (ew.)  The "how to" bit is here

In Scotland, the only place so far to go for the service is the City of Edinburgh Council, by appointment.
