Ok. So, I know that if I've owned it for at least a year, I can pretty much bring it back into the USA when I move duty-free.

So, do I need to actually declare the handful of magazines I have purchased this year on the form 3299 Declaration for Free Entry of Unaccompanied Articles? Is there a threshold for the value of an item before it becomes subject to customs duty?

As we will have been out of the USA for over three years, are we now considered "non-residents" rather than "returning residents"? Are the rules for what we can bring in different between those two classifications?
