Totalization Agreement, certificate of exemption

Hello, knowledgable ones!

I'm self-employed and need to amend my 2018 US tax return because I erroneously paid self-employment tax (since the US and UK have a totalization agreement, I'm exempt from paying into US social security). BUT in order to get my money back (and avoid this double taxation in the future), I need what's called a Certificate of Exemption stating that I pay into National Insurance. The IRS form I have says I need to write to the Department of Work and Pensions but I'm wondering if there's a more direct way or an assurance that this does indeed result in a certificate...does anyone have any experience with this mess?? Any advice or insight would be appreciated!
