Questions about citizenship application

Hello Everyone,
Hope you all are keeping well.
I have received my ILR earlier this year based on my British spouse. Now I am preparing for my citizenship application. May I ask a few questions:
1.   Regarding to the first referee with a professional standing, is a retired professional acceptable? In my case, one of my many-years friends was a high position district judge, also a registered solicitor. He is retired from the judge role, but he said he is still a qualified practical solicitor. Is he acceptable to me my first referee?
2.   Regarding to the 3 year residence requirement, what documents should I submit? I am a full time researcher in a UK university since 6 years ago. Do I need a confirmation letter or something from my HR ?
3.   As a car owner, I have received a bus lane ticket PCN 3 years ago, do I need to declare this in the application?

I'm not sure about retired professionals, to be honest.  The list of acceptable referees only mentions that retired Armed Forces officers can be referees, but doesn't say whether or not other retired professionals can be used (https://www.gov.im/media/624353/listofreferees.pdf)

Is he still a practicing solicitor? If so, a solicitor can be a referee, so he can do it in that capacity, even if he is not a judge anymore.

If not, do you have anyone else you can use instead (just in case)?

You just provide your passport.

Your passport stamps/travel history will show that you were living in the UK for the last 3 years.

Yes, you need to declare all fixed penalty notices.
