Travelling with soon to expire Resident permit

Can you travel internationally with a residence permit that expires in a week?

My husband and I want to travel to Portugal to visit family from 23rd April to 3rd May. My residence permit expires the 12th May. I plan on submitting my application for IRL on 4th May.

Yes, it just needs to be valid the day you re-enter.

That being said....

I know someone who didn't renew prior to travelling at Christmas, got Covid, and could not travel to reenter the UK before the expiration of their BRP.  So they are now engaging with a lawyer to see if there are any other options other than reapplying and restarting the 5 year process from the USA.

If the travel MUST happen on that date in May, I'd apply now for the renewal.  Otherwise, I'd wait to travel until after you have your BRP back in your hands.

I see from your previous posts that you got your spousal visa and flew to the U.K. in mid-February 2017?

That means you will qualify to apply for ILR in the next few days, as you can apply up to 28 days before the 5-year anniversary of your first entry to the UK on the spousal visa.

As it can take up to 6 months for ILR to be processed, if you want to have the new BRP by April 23rd so you can travel, your best option would be to apply in the next few weeks and purchase the £800 Super Priority service which will give you a visa decision within 24 hours of your biometrics appointment. The new BRP will then be delivered to you within 10 working days of the decision.
