No, you cannot.
Not entirely true - there are
two types of Jobseekers Allowance (JSA). Contribution-based JSA is
not considered a public benefit - as Amberelle11 was quite likely paying into it via her National Insurance contributions (payroll deductions), assuming her employer's payroll admin is/was all above board with NI contributions/deductions from her pay. On the other hand, she is not entitled to Income-based JSA -- which is means-tested
and a public benefit.
Ordinarily, a person (not subject to immigration control) would receive Contribution-based JSA up until the point that her contribution-funded benefit runs out, at which point the Income-based one commences (provided the means test is met). Amberelle11 could not receive this latter one - however, correspondence would be sent to her by the DWP, when the first type of benefit is running out, etc.
