Why would the lawyer say that? All the information on who is exempt from paying the IHS, is on the UK government's site.

They give advance warning of any changes to this, also put on the UK government's site. i.e. the Tier 2 ICT's having to pay the IHS soon.
There was a glitch in the IHS website a couple of months ago, where if you put the child's visa application details into the calculator, it would say that no IHS surcharge applied, even though it was supposed to (and even though it doesn't say children are exempt on the list of exemptions).
So, if the lawyer went through the calculation wizard, it would have told them that there was £0 fee.
At least one other person on the forum was caught out by this back in August, where the IHS website told them there was no fee to pay, so Sheffield had to contact them to request payment. The forum member wrote back to say there was no fee to pay, and Sheffield corrected them, saying there was an error on the IHS site.
