Definitely save--just use the library.  I rarely buy books anymore unless it's something I want to keep for life and / or use as a reference.

Splurge. I want something that will last. Although I have some Ikea pots and pans because, they haven't stood the test of time and are looking worse for wear. My Le Creuset? Look as new as the day they were brought home. I'm slowly repopulating my cookware collection with newer, hardier and sadly more expensive items.

Buying a new computer is always a splurge, but a necessary one.  Thankfully it doesn't need to be done very often.  That being said hubby and I both have Acer laptops which is a good, dependable computer definitely not as expensive as a Mac.

I can't remember ever splurging on NYE except possibly driving up to Scotland two years ago which could be considered a splurge on petrol.

Sorta save. I'd rather get a small gift for her and then do something to create a memory, which I suppose could be considered a gift, whatever the activity is.

Save--I've managed to get a Decathalon rain jacket for a 13 year old girl, and kids clothing is a lot cheaper than adult.

Well it's a bit of both.. Depends what I need for the garden. But if I had my own (at the moment I live in a condo with a patio) I would save on tools and splurge on my favorite flowers :)

But really, I save. I am incapable of spending heaps of money on shoes. I think the most I've ever spent is maybe £100. My favorite pair of heels that I wear to death at the moment I bought for £12 at Next in the post holiday sales. But oh, my country for some Louboutins!

I splurged, because they were all so darn cute at that age. The practical side of me knew they had way too many toys, way too many clothes, and weren't old enough to remember much of anything from that age, but I just couldn't help myself.

Save, by going to a place that has a 'free' exam and buy one pair, get one free. You actually pay for the exam, but then the price of it is deducted from your bill. I turn my second pair into sunglasses and only pay the price of tinting.

Save.  DH periodically picks up orphans from work.  :P  But we I do splurge on some nice Pyrex bowls for mixing whilst baking and storing leftovers in the fridge (only plastic goes to work).  :)
